Exempts applicants for an early childhood ancillary certificate from the criminal history record check requirement that applies to other educator credentials and teaching authorizations in Louisiana

Allows applicants whose early childhood ancillary certificate was previously denied, suspended, or revoked to voluntarily request a criminal background check for issuance or renewal

Removes the January 1, 2025 start date language from existing law, making criminal history checks a permanent ongoing requirement for all other initial educator credentials

Becomes effective upon the governor's signature or after the time period for gubernatorial action expires
