Expands the definition of "illegal controlled substance" under Louisiana law to include consumable hemp products whose possession or distribution violates R.S. 3:1482 or 1483

Allows civil damage claims against persons who sell, administer, or furnish consumable hemp products to individuals under age 21

Prohibits damage claims if the processor, wholesaler, or retailer had a valid permit at renewal application time and the application was under review by the Louisiana Department of Health or Office of Alcohol and Tobacco Control

Bars damage claims if the consumable hemp product was approved by the Louisiana Department of Health at the time of the incident, or had been previously approved and not revoked for more than 60 days

Exemptions from liability do not apply when the injured individual is a minor
