Municipalities and parishes that own or operate drainage, sewer, or water systems must notify excavators working on broadband projects within 48 hours if they cannot locate, mark, or provide information about underground utilities

Applies to broadband projects funded through the Rural Digital Opportunity Fund, Enhanced Alternative Connect America Model, Rural Development Broadband ReConnect Program, and Broadband Equity Access and Deployment Program

Requirement applies to both members and nonmembers of regional notification centers

Excavators or demolishers become fully liable for all damage to underground utilities if they receive timely notification of the government's inability to locate facilities and proceed with work

Amends R.S. 40:1749.19 by adding new subsection (C)
