Eliminates the authority of corporations and other entities to use eminent domain (expropriation) for carbon dioxide geologic sequestration projects and CO2 pipeline transportation for underground storage

Removes the statutory declaration that geologic storage of carbon dioxide is "in the public interest for a public purpose"

Preserves eminent domain authority only for CO2 pipelines used in secondary/tertiary oil and gas enhanced recovery projects approved by the commissioner of conservation

Repeals R.S. 19:2(11) and R.S. 30:1108 in their entirety, which provided the legal basis for CO2 sequestration-related property expropriation

Amends permit requirements by removing references to eminent domain as a condition precedent to using reservoirs for carbon dioxide storage
