Increases the municipal population threshold for capital outlay matching fund waiver eligibility from 6,000 to 9,500 residents; parish threshold remains at 12,000 or less.

Requires applicants seeking a waiver to submit two most recent annual financial reports with unqualified auditor's opinion, certification of no unresolved audit findings, and certification of no appointed fiscal administrator or delinquent debts.

Mandates that applicants demonstrate inability to provide local match is unrelated to mismanagement, financial misconduct, abuse, or fraud.

Grants the Joint Legislative Committee on Capital Outlay final approval authority over match waivers, with the Division of Administration reviewing documentation and submitting recommendations.

Applies to capital outlay budget projects for fiscal years beginning on or after July 1, 2025.
