Redefines "large project excavation or demolition" as work within a contiguous area that cannot be completed within 20 calendar days for routine projects or 30 calendar days for agricultural, forestry, or marine activities

Requires at least one person on any underground or submerged excavation or demolition site to have proof of annual training completion from the Regional Notification Center, available free online

Exempts excavators or demolishers certified under federal pipeline safety regulations (Title 49, CFR, Part 192 or Part 195) from the training requirement

Establishes that excavation or demolition must commence within 120 hours of the mark-by time (excluding weekends and holidays), or the excavator/demolisher is in violation unless there is mutual agreement or extraordinary circumstances

Requires large project excavation agreements to include all parties in conflict, and if no agreement is reached within 30 calendar days, the request becomes null and void, requiring the excavator to cancel and submit a routine notice instead
