Expands M.J. Foster Promise Program eligibility to include postsecondary programs (associate degree level and below) that support Louisiana Economic Development (LED) workforce projects, with priority given to LED-related programs in the selection process

Requires an expedited 45-day review process for LED projects with urgent workforce needs, and mandates the advisory council meet as needed to respond to LED project workforce requirements

Assigns new duties to the LED Secretary: maintain a priority program list for LED workforce needs, notify council members when new LED projects require workforce support, and annually report on program effectiveness

Removes two existing initial eligibility requirements: the family income cap of 300% of federal poverty guidelines and the requirement to certify unemployment/underemployment for at least six months

Authorizes the Board of Regents to enter data sharing agreements with LED and Louisiana Workforce Commission, and to establish a streamlined process for creating new associate degree programs supporting LED projects
