Requires parental consent for all medical and mental health services provided to minors under age 18, repealing current law that allows minors who believe themselves ill to consent to their own treatment

Establishes exceptions allowing minors to consent independently: members of armed forces, emancipated minors, pregnant minors (for pregnancy-related care), those seeking treatment for substance abuse or STDs, blood donors, 17-year-olds in postsecondary education, and minors exhibiting signs of abuse or neglect

Grants parents, tutors, and legal guardians mandatory access to their minor children's medical records from healthcare providers

Repeals school and facility authority to provide preventive counseling or treatment to minors without parental consent

Provides civil and criminal liability protection for healthcare facilities and providers who comply with the law, except in cases of negligence
