Parishes with fewer than two hospitals may join with contiguous parishes (also with fewer than two hospitals) to create multi-parish funding districts as new governmental entities for healthcare provider participation

Each parish in a multi-parish funding district appoints one representative to the governing body, which must designate an operational and administrative lead parish within 60 days of establishment

Administrative expenses for local hospital assessment payments are capped at $150,000 per year, replacing the previous limit of 5% of total revenue or $20,000 (whichever was lower)

Parishes may now engage any appropriate collection entity to collect hospital assessment payments, rather than being required to use the sheriff; sheriffs who serve as collectors may charge reasonable and customary fees

Effective upon governor's signature or upon expiration of the signing period
