Prisoners in solitary confinement must be provided access to all educational training, materials, and religious materials they would have in the least restrictive housing at the institution

Correctional authorities may deny access if materials present a security risk, are not feasible due to the nature of the program, or conflict with the circumstances of the prisoner's solitary placement

"Educational training" is defined to include career and technical education, special education, GED preparation, literacy programs, adult basic education, developmental studies, higher education degree programs, and other institutional programs

Amends R.S. 15:865 by adding new subsections (D) and (E) to existing solitary confinement law
