Transfers $148.8 million from FY 2023-2024 surplus to the Budget Stabilization Fund, $18 million to the Oilfield Site Restoration Fund, $50 million to the Capital Outlay Savings Fund, and $15 million to the Louisiana Fortify Homes Program Fund, among other fund transfers

Establishes four new special treasury funds: the Modernization and Security Fund (for state infrastructure repairs, IT, and security), the Louisiana Economic Development Initiatives Fund, the Local Infrastructure Fund (for broadband damage mitigation), and the Site Investment and Infrastructure Improvement Fund

Allocates $280.9 million from the Louisiana Transportation Infrastructure Fund for FY 2025-2026 to the Highway Priority Program, with additional amounts for highway preservation ($249 million), bridge bundling ($100.1 million), and district maintenance ($63 million)

Sets the Revenue Stabilization Trust Fund minimum balance at $2.7 billion for FY 2025-2026 with a 45% allowable appropriation percentage, and authorizes appropriation from the fund to address emergency conditions

Directs $25 million from the Higher Education Campus Revitalization Fund to the College and University Deferred Maintenance and Capital Improvement Fund for FY 2025-2026
