Amends Louisiana Constitution Article X, Sections 1(B) and 12(B) to authorize the legislature to pass local laws governing civil service positions for employees of the city of New Orleans and the Sewerage and Water Board of New Orleans

Retains existing constitutional provisions that establish city civil service for cities over 400,000 population and allow exclusion of paid firemen and municipal policemen by voter approval

Adds exception language to city commission authority over removal and disciplinary cases, allowing for alternative provisions as established in the constitution

Requires two-thirds approval from both houses of the legislature to place the amendment on the ballot

Scheduled for submission to Louisiana voters at the statewide election on November 3, 2026
