Civilian Honor Medals will feature a white ribbon to distinguish them from veterans' medals

Recipients must be Louisiana residents, have no criminal record, and be of good moral character; selection is at the sole discretion of the secretary

Delivery options for civilians mirror those for veterans: USPS mail, pickup at parish VA service office, or presentation in a ceremony by the governor or designee
