Amends the definition of "common carrier" to specify that petroleum transportation or related business must be necessary or integral to the pipe line transportation function to fall under regulation

Excludes from the definition of "pipe line" certain terminal facility components: pipes used solely for terminalling services, intra-terminal transfer lines, metering facilities for terminalling, tanks for terminalling services, and truck unloading facilities

Limits the Louisiana Public Service Commission's regulatory authority over tank facilities to only those that are integral to pipe line transportation, exempting standalone terminal and truck unloading facilities

Applies both prospectively and retroactively upon enactment
