Amends the Lake Vista Crime Prevention District boundaries to replace "Robert E. Lee Boulevard" with "Allen Toussaint Boulevard" while retaining Marconi Drive, Beauregard Avenue, and Lakeshore Drive as border streets.

Increases the maximum parcel fee from $220 to $400 per year for single-family, two-family, multiple-dwelling, and apartment parcels within the district.

Extends the maximum fee term from 4 years to 8 years before requiring voter renewal.

Broadens the district's purpose from specifically providing increased law enforcement personnel to generally promoting and encouraging security, and expands contracting authority beyond security patrols to any public or private individuals or entities.

Removes the requirement for New Orleans governing authority approval of budget amendments and specifies that if the district ceases to exist, funds must be maintained in a separate city account for district security purposes.
