Natural hair braiding special permit requires a $25 initial fee, $25 inspection fee, viewing a board-approved instructional video, and passing a 20-question exam with 70% or higher; annual renewal costs up to $50

Defines natural hair braiding as twisting, wrapping, weaving, extending, locking, or braiding hair by hand or mechanical devices, including use of extensions, minor trimming, and topical agents like gels and oils

Explicitly prohibits natural hair braiding permit holders from applying dyes, reactive chemicals, chemical hair joining agents (keratin bonds, fusion bonds), or performing services beyond the defined scope

Louisiana State Board of Cosmetology may inspect permit holders, fine violators up to $200 per violation (maximum $2,000 total), and deny, suspend, or revoke permits; natural hair braiding permit provisions take effect January 1, 2026
