Requires persons employed by, retained by, or contracting with foreign adversaries to register with the Louisiana Board of Ethics before commencing any activity in the state, disclosing contact information, corporate ownership details, business activities, and any connections to legislative or executive branch officials

Defines "foreign adversary" as any individual, corporation, or government identified in 15 CFR 7.4(a) and listed in the U.S. Department of Treasury's Office of Foreign Assets Control database

Establishes penalties of up to $50,000 per offense for willful violations of the registration requirements

Mandates the Board of Ethics create and maintain a searchable public web portal containing information about registered foreign adversary agents and their activities within Louisiana

Authorizes the Board of Ethics to share data with other states to improve transparency and registration compliance of foreign adversary agents operating across multiple states; effective December 1, 2025
