Restructures the Louisiana Doula Registry Board from 14 members to include nine doulas representing each of Louisiana's geographic regions, plus one person with lived birth experience under doula care, one doula with lactation training, and representatives from Sista Midwife Productions, Birthmark Doula Collective, and H.E.R. Institute

Removes Community Birth Companion from board membership and eliminates the requirement that the lived experience member have used doula services for at least two births

Requires the board to work in consultation with the Louisiana Department of Health to establish registration criteria and guidelines, with LDH required to promulgate rules and provide administrative staff support

Board members serve two-year terms with option for reappointment, receive no salary but may be reimbursed for approved travel, and must be dismissed if absent from more than three in-person meetings per calendar year

Registration is voluntary; nothing prohibits any person from practicing as a doula in Louisiana regardless of registration status
