Prohibits operating a wireless telecommunications device while driving on public roads unless the vehicle is lawfully stationary, with exceptions for hands-free use, emergency reporting, GPS navigation, and authorized emergency personnel

Violations in school zones or highway construction zones are primary offenses with $250 fines (or $100 with community service); violations elsewhere are secondary offenses with $100 fines (or $50 with community service), with fines doubled if a crash occurs

Law enforcement may only issue written warnings for violations occurring before January 1, 2026, and cannot search vehicles, seize devices, or make arrests based solely on secondary offense violations

Repeals existing R.S. 32:300.5 through 300.8 and consolidates wireless device regulations into new R.S. 32:59, with state law preempting all local ordinances on the subject

Requires the Department of Transportation and Development and State Police to submit annual reports to the legislature from April 2027 through April 2032 on crashes caused by distracted driving
