Creates a "carbon dioxide pipeline victim lien" allowing any person or property owner within a 25-mile radius ("kill zone") of a CO2 pipeline release to file a lien against all assets of pipeline owners, operators, and CO2 suppliers for damages including healthcare, death, disability, property damage, and punitive damages

Victims must file a financing statement within 365 days of a release to perfect the lien, which gains priority retroactive to the release date over all other security interests and liens, even those perfected earlier

Liability applies regardless of intent or fault, covering pipeline owners/operators and any business that supplies or generates the transported carbon dioxide

In bankruptcy or receivership proceedings, trustees or courts must hold owner assets in trust for 365 days after the owner's last day of control to allow time for victim liens to be filed

Lien remains effective until a termination statement is filed; victims must file termination within 30 days if the owner satisfies all obligations or if the victim relinquishes lien rights
