Increases maximum video draw poker devices from 3 to 4 at bars, restaurants, and lounges licensed to sell alcoholic beverages; a fourth device requires $100,000 combined gross revenue from existing devices over three consecutive months

Raises maximum devices at qualified truck stops from 50 to 60, with scaled increases at lower fuel-sales thresholds (e.g., 75,000 gallons qualifies for 48 devices instead of 40)

Prohibits new video poker licenses for offtrack wagering facilities located within one mile of National Register historic properties, public playgrounds, residential property, churches, synagogues, libraries, or schools; exempts facilities licensed and operating as of January 1, 2025

Establishes the Video Draw Poker Device Purse Supplement Subfund to receive excess revenues above FY 2023-2024 levels: first $22 million plus 15% of additional revenue beyond that amount

Allocates subfund appropriations to Louisiana horse racing: 60% to thoroughbred purses, 30% to quarter horse purses, 4.5% and 2.25% for breeder awards, 2% to the State Racing Commission, and 1.25% to the Louisiana Horsemen's Benevolent and Protective Association
