Authorizes fixed odds wagering on horse racing in Louisiana, allowing sports wagers on live or simulcast horse races with predetermined odds, including single-race bets, teaser bets, moneyline bets, in-race wagering, proposition bets, straight bets, and parlays

Creates the Fixed Odds Horse Wagering Purse Supplement Fund in the state treasury, with 5% of net gaming proceeds from fixed odds horse race wagers credited to the fund

Allocates fund appropriations as follows: 55% to thoroughbred purses, 24% to quarter horse purses, 14% to Louisiana Thoroughbred Breeders Association for breeder awards, and 7% to Louisiana Quarter Horse Breeders Association for breeder awards

Requires consent from the host racetrack and Horsemen's Benevolent and Protective Association for fixed odds wagers on in-state horse races; out-of-state race wagers must comply with the Interstate Horseracing Act of 1978

Prohibits operators from accepting wagers from jockeys, horsemen, their employees, or racing officials participating in the horse racing event being wagered on
