Establishes distribution framework for carbon dioxide sequestration revenue from state agency-owned lands, with 30% going to parish governing authorities within the storage facility's area of review and the remainder to either the Louisiana Wildlife and Fisheries Conservation Fund (for LDWF property) or the state general fund (for other state agencies)

Requires state agencies or the Office of Mineral Resources to submit monthly reports to the Department of Treasury and relevant parish governing authorities itemizing collections from injection operations

Defines "injection-based revenue" to include injection fees, minimum guaranteed annual payments, and other revenue from injection operations, while excluding bonuses, rentals, pipeline rights-of-way, and surface use payments

Protects donation agreements accepted by the state prior to August 1, 2025 involving wildlife refuges, wildlife management areas, or public hunting grounds from being breached by these provisions

Provides that if a future carbon dioxide injection tax is enacted with parish dedications, state agency payments to local governments under this act would be reduced by any tax revenue already received by those parishes
