Creates the Cross Gates Subdivision Crime Prevention and Neighborhood Improvement District as a political subdivision within East Baton Rouge Parish, bounded by Cross Gate Drive, North Antioch Crossing, Antioch Crossing, Antioch Court, and Gateway Drive

Five-member board of commissioners governs the district: four appointed by the Cross Gates Homeowners Association and one jointly appointed by the state representative and senator whose districts cover the area

District may impose a parcel fee up to $400 per year ($150 maximum for the first year) on improved and unimproved parcels, requiring voter approval and expiring after no more than 10 years

Powers include providing security patrols, improved lighting and signage, beautification projects, and entering contracts with other districts for joint security services

Board members serve without compensation but may receive up to $100 per year for out-of-pocket expenses; members must own property, reside within the district, and be qualified voters
