Establishes the Louisiana Conservation Incentive Program within the Department of Wildlife and Fisheries to help private landowners enhance wildlife habitat and manage native species on their property

Creates the Conservation Incentive Program Account within the Conservation Fund to receive legislative appropriations, federal grants, and public or private gifts and donations

Eligible projects include forest stand improvement, increasing water on agricultural landscapes for waterfowl habitat, wetland management, prescribed fire implementation, and feral swine control

Grants will only be awarded in fiscal years when the department receives an appropriation for the program

Program becomes effective only when the Legislature passes a separate act containing a specific appropriation of funds for implementation
