Creates civil cause of action allowing mothers to sue any person or entity that knowingly performs or substantially facilitates an abortion, including those who administer, prescribe, dispense, or sell abortion-inducing drugs to persons in Louisiana

Establishes minimum statutory damages of $100,000 for provision of abortion-inducing drugs, plus special/general damages, exemplary damages, court costs, and attorney fees

Extends statute of limitations from 3 years to 5 years from date of discovery, with a 10-year peremptive period from the date of the abortion

Exempts from liability the woman who received the abortion, Louisiana-licensed healthcare providers, and Louisiana-licensed pharmacists/pharmacies acting within their scope of practice

Allows plaintiffs to proceed anonymously using initials or pseudonyms and seek protective orders to preserve privacy
