Establishes the Early Childhood Education Stability Fund, with $11 million transferred annually from the state general fund beginning July 1, 2026, to be appropriated for early childhood education programs and initiatives

Restructures the Millennium Trust by eliminating the Education Excellence Fund and redirecting 100% of tobacco settlement agreement proceeds to the TOPS Fund, with investment earnings split 50/50 between the Health Excellence Fund and TOPS Fund

Repeals Chapter 35 of Title 17 (Kevin P. Reilly, Sr. Louisiana Education Quality Trust Fund provisions) and the Education Excellence Fund, contingent on voter approval of a related constitutional amendment (HB 473)

Extends the Law Enforcement Recruitment Incentive Program termination date from July 1, 2025 to July 1, 2027

Expands and codifies detailed investment authority for the Millennium Trust and Louisiana Unclaimed Property Permanent Trust Fund, including stocks (up to 35%), government securities, corporate bonds, international index funds (up to 10%), and securities lending arrangements
