Establishes "reliable energy source" criteria requiring minimum 50% capacity factor, continuously dispatchable output, ability to ramp generation up or down within one hour, and capability to back up renewables during low availability periods

Redefines "green energy" to include nuclear power and natural gas, setting the emissions standard at pipeline-quality natural gas levels rather than zero emissions

Mandates that this new "green energy" definition applies to all state programs funding clean energy or green energy initiatives
