Prohibits any carbon dioxide sequestration activity or permitting without first delivering advance written notice via USPS certified mail to all property owners and mineral interest holders whose property would be used in the project

Requires Class VI permit applicants to notify the last operator of record for oil/gas wells, all mineral interest owners, and all surface owners within the area of review before the application can be deemed administratively complete

Requires Class V stratigraphic test well permit applicants to provide the same notices to parties within 500 feet of the proposed well location

Allows surface owner notification requirements to be satisfied by notifying all persons listed as current owners on parish assessor rolls

Requires the Department of Energy and Natural Resources to publish notice of each Class VI and Class V carbon sequestration permit application on its website
