Calls a constitutional convention to convene December 2, 2025 at noon in the state capitol to draft a new Louisiana constitution, citing the current 1974 constitution has been amended 221 times and exceeds 75,000 words

Establishes 105 delegates: 78 elected from parishes (two from 14 larger parishes, one from remaining parishes), 10 appointed by judicial/local government associations, the commissioner of higher education, state superintendent of education, and 15 appointed by the governor

Requires delegate candidates to qualify July 9-11, 2025, with elections held October 11, 2025 (primary) and November 15, 2025 (general), and convention work completed by October 2, 2026

Provisions of the 1974 constitution not included in the new constitution would become statutes in a new Title 57, changeable only by two-thirds vote of each legislative house

Proposed constitution goes to voters at the December 12, 2026 congressional general election, requiring majority approval to take effect at midnight December 31, 2026
