Expands the Advisory Board composition to include labor representatives from the Amalgamated Transit Union and International Brotherhood of Electrical Workers/United Labor Union, plus representatives from eight educational institutions including Delgado Community College

Grants participating cities and parishes authority to request internal audits or hire third-party auditors of the Regional Transit Authority, with the RTA required to provide records expeditiously
