Creates the Louisiana Equestrian Corporation as a public nonprofit corporation to protect the history and culture of the equestrian industry and expand its economic impact throughout Louisiana

Establishes an 11-member board of directors consisting of 4 designees from the Horsemen's Benevolent and Protective Association, parish presidents (or designees) from Calcasieu, St. Landry, Bossier, Orleans, and St. Tammany parishes, and 2 gubernatorial appointees representing Louisiana higher education institutions

Grants the corporation broad powers including acquiring property, borrowing money, entering contracts, developing equine facilities, accepting donations and grants, and promoting equestrian research and economic development

Explicitly declares the corporation is not a state instrumentality, agency, or political subdivision, and that any debt issued does not constitute an obligation of the state

Requires compliance with Public Records Law, Open Meetings Law, and Code of Governmental Ethics, with limited exceptions for property sale/lease negotiations; upon dissolution, all assets revert to the state
