Expands TEFRA (Tax Equity and Fiscal Responsibility Act) Medicaid eligibility criteria for children with disabilities in Louisiana

Adds a new pathway to meet the "level of care" requirement for TEFRA eligibility specifically for children with sickle cell anemia

Children with sickle cell anemia qualify if they have presented for emergency hospital care more than once per month within the last twelve months for medically necessary stabilization

Amends R.S. 46:977.24(A)(6) to include this additional eligibility criterion while maintaining existing requirements for hospital, skilled nursing facility, or intermediate care facility level of care
