Creates a new category of "leadership committees" for elected officials that are separate from principal campaign committees, with restrictions preventing contributions to the official's own campaign but allowing expenditures for office-related activities, charitable donations, lobbying, and contributions to other candidates

Establishes a framework for joint fundraising agreements between committees, including requirements for written agreements, allocation formulas, separate depository accounts, and reporting procedures

Removes regulation of contributions and expenditures related to proposition elections (ballot measures), while retaining requirements for recall elections

Expands due process protections for investigation subjects, including requirements that the supervisory committee provide respondents with final staff reports before filing proceedings and consider whether violations were cured, along with new standards for issuing subpoenas
