Prohibits all weather modification activities in Louisiana, including solar radiation modification, cloud-seeding, geoengineering, and stratospheric aerosol injection via aircraft, balloons, ground generators, or space-based platforms

Establishes a $200,000 civil penalty for any person or entity that violates the prohibition on atmospheric modification activities

Creates the Atmospheric Protection Fund in the state treasury to collect all fines from violations

Requires communications infrastructure to undergo annual radio frequency evaluations by January 1, 2026, with signal strength limits of -75 dBm and fines of $500,000 per day for non-compliance

Repeals existing Louisiana law (R.S. 37:2201-2208) that previously allowed weather modification through a permit system administered by the Department of Agriculture and Forestry
