Requires the Sewerage and Water Board of New Orleans to assess a stormwater fee on every developed parcel in the city, calculated using a formula rate plan approved by the Public Service Commission

Single-family residential parcels with impervious area within one-half to twice the city median are assessed one standard unit; other parcels pay based on their total impervious area divided by the single-family median

Non-residential parcels may receive fee discounts for maintaining onsite stormwater retention systems exceeding city requirements or for treating and discharging stormwater directly to Lake Pontchartrain

Caps single-family residential stormwater fees at 16.34 mills, with credits applied for drainage millages already assessed by the city

Stormwater fees will be collected by the Orleans Parish assessor on annual property tax bills, with unpaid fees subject to existing tax delinquency penalties
