Removes the mayor as ex officio president of the Sewerage and Water Board of New Orleans and requires the board to elect its own president for a one-year term

Eliminates the city attorney's role as legal advisor and the special counsel position, instead authorizing the board to directly employ its own attorney and set compensation

Requires the executive director alone to present quarterly reports to the city council, removing this duty from the mayor and chief administrative officer

Repeals provisions relieving New Orleans of its obligation to fund drainage system operations, as well as requirements for contractor hiring preferences for city residents

Repeals the requirement that fund apportionment among water, sewerage, and drainage systems be approved by the mayor, effective January 12, 2026
