Requires the New Orleans Sewerage and Water Board to establish and maintain employment lists containing names of persons eligible for appointment to various positions

Retains existing requirement that employees (except unskilled laborers) must pass civil service examinations administered by New Orleans civil service commissioners before appointment

Allows the board to hire non-New Orleans residents if a position cannot be filled by a city resident within 90 days of advertising, with those employees exempt from residency requirements

Effectiveness contingent upon voter adoption of a proposed constitutional amendment to Article X at a statewide election (companion bill from the 2025 Regular Session)
