Requires permits from the Department of Energy and Natural Resources for solar power generation facilities with a footprint of 10 or more acres, including decommissioning plans, financial security bonds, and letters of clearance from the Department of Wildlife and Fisheries and Department of Agriculture and Forestry

Establishes setback requirements including a one-mile setback from nonparticipating residential property lines (or alternative compensation model based on property value and distance), 200-foot setbacks from nonresidential property and roads, and vegetative buffers of 50-100 feet depending on adjacent land use

Prohibits chemical spraying for site maintenance unless approved by the Commissioner of Agriculture and local parish, bans concentrating solar-thermal power technologies, and prohibits solar development by foreign adversaries on agricultural lands

Requires facilities constructed after September 1, 2024 to comply by August 1, 2027; facilities built before that date must comply "to the extent practicable"

Mandates permits, financial security, and decommissioning plans for battery and electrical storage devices, and authorizes parishes to enact regulations more stringent than state standards
