Requires $5,000 annual permit renewal fees for each participating retail location, cultivator, and laboratory, with permits issued on July 1st each year

Reduces the wholesale fee from 7% to 3.5% of gross sales for cultivators participating in the pilot program, with revenues deposited into the Disability Services Fund

Removes the sales tax exemption for adult-use cannabis sales while maintaining the exemption for therapeutic marijuana purchases by qualified patients
