Reduces the fee for updating a name on any Louisiana driver's license (Class D, E, or commercial A/B/C) to a flat $10, down from the standard fees ranging from $20.25 to $76.50 depending on license type and residency

The $10 name change fee is exempt from all mandatory contributions that normally apply to license fees, including payments to the Louisiana State Police Retirement System Fund, New Orleans police pension fund, and litter abatement account

The original license renewal/expiration date remains unchanged when a name update is processed, meaning applicants do not receive a new multi-year license period with the name change

Applies equally to all applicants including New Orleans residents (who normally pay higher fees) and seniors age 70+ (who normally pay reduced fees)

Amends R.S. 32:412 governing driver's license fees and fund distributions
