LA HB64

Grants the Louisiana Attorney General authority to institute, defend, or intervene in any lawsuit protecting the state's sovereign interests against the federal government, including in federal courts

Requires state departments, agencies, boards, officials, and local political subdivisions (including school boards) to notify the governor and attorney general within 30 days of receiving any federal claim, demand, or notice seeking to impose continuing federal court jurisdiction

Prohibits any state or local government entity from entering consent judgments in federal court that impose injunctive relief with continuing federal oversight exceeding 60 days without approval from both the attorney general and governor

Declares consent agreements containing obligations extending beyond a consenting official's term of office to be unenforceable as ultra vires acts

Applies retroactively to any pending consent decrees or judgments imposing continuing court jurisdiction over the state, state entities, or local political subdivisions
