Creates the Office of Louisiana Highway Construction within the governor's division of administration, responsible for study, planning, engineering, design, construction, operation, maintenance, repair, rehabilitation, and replacement of nonfederal aid highways in the state highway system

Executive director appointed by the governor, subject to Senate confirmation, with authority to coordinate budget requests, align state agency functions related to office projects, and appoint advisory panels

Grants the office authority to enter contracts with federal, state, and local governments as well as private entities; accept grants with matching fund requirements; and use nonfederal funds and in-kind donations for cost-share requirements

Permits emergency procurement procedures for any purpose until January 1, 2026

Requires annual reporting by January 15 to the Joint Committee on Transportation, Highways and Public Works detailing project status, scope, funding sources, and expected timelines
