LA HB649

Restructures the Recreation and Park Commission for East Baton Rouge Parish from 3 ex officio and 6 appointed members to 5 ex officio and 4 appointed members, maintaining 9 total commissioners; ex officio members will now be the mayors of Baker, Baton Rouge, Central, St. George, and Zachary (or their designees)

Requires at least 2 of the 4 appointed members to be Baton Rouge city residents and at least 1 to be from unincorporated East Baton Rouge Parish, with residency requirements adjustable after each federal census

Increases the quorum requirement from 4 to 5 members and allows officers to be elected from all commission members rather than only appointed members

Mandates annual reporting within 90 days of fiscal year end detailing funds received from each municipality's taxpayers, funds spent on facilities in each municipality, and revenue generated at facilities in each municipality

Expands the Capital Area Transit System board from 9 to 10 members by adding a non-voting representative from the Amalgamated Transit Union Local 1546 (must be a retired union member, excluded from executive sessions on personnel or collective bargaining)
