Creates Claiborne Parish Airport District No. 31 as a political subdivision of Louisiana with authority to incur debt, issue bonds, levy taxes, and operate airport facilities

Five-member board of commissioners appointed by: state representative from House District 11 (2 members), state senator from Senate District 33 (1), mayor of Homer (1), and Claiborne Parish Police Jury (1)

Commissioners may receive $75 per diem per meeting attended, capped at 24 meetings per calendar year

Upon FAA certification under 14 CFR Part 139, the district gains expanded powers including accepting federal grants, planning airport improvements, assuming existing leases and contracts, and taking operational jurisdiction over all airport property and facilities

District must submit annual financial report to Claiborne Parish Police Jury within 120 days of each calendar year end; local government prohibited from actions that would impair district powers or encumber airport facilities without consent
