Transfers authority for imported seafood sampling, testing, and enforcement from the Department of Culture, Recreation and Tourism to the Department of Agriculture and Forestry, including the Seafood Safety Task Force.

Establishes escalating annual imported seafood safety fees for commercial seafood permit holders who process or distribute imported seafood: $300 (2025), $500 (2026), $750 (2027), and $1,000 (2028 and thereafter).

Creates civil penalties for mislabeling imported seafood as domestic: up to $15,000 for first offense, $25,000 for second offense, and $50,000 for third or subsequent offenses per violation.

Requires commercial processors and distributors of imported and commingled seafood to submit quarterly reports detailing volume of seafood bought and sold by species and country of origin.

Authorizes the Department of Agriculture and Forestry to sample and test imported seafood for chemical concentrations against FDA standards, with violations up to $1,000 and stop orders carrying penalties up to $1,000 per day.
