Defines "addiction providers" as Louisiana licensed healthcare providers offering inpatient/residential substance use treatment, intensive outpatient treatment, or withdrawal management services

Authorizes the Louisiana Department of Health to impose fees on addiction providers when such fees qualify for federal Medicaid matching funds, with fees capped at the total cost of providing the healthcare service

Requires fund earnings to be used in priority order: first for wage enhancements for direct care personnel in Medicaid-certified addiction provider settings, then for Medicaid services eligible for federal matching funds

Prohibits fund monies from displacing state general fund Medicaid appropriations below FY 2025-2026 levels unless state revenue forecasts indicate insufficient funding; appropriations after July 1, 2025 require two-thirds legislative approval except for specific purposes
