Creates a new category of second degree rape when the offender acts without consent, the victim is 13-16 years old, and there is an age difference of 3 or more years between offender and victim; lack of knowledge of victim's age is not a defense

Expands the 30-year statute of limitations for prosecuting sex offenses against minors to cover all sex offenses as defined in R.S. 15:541(24), replacing the previous list of specific enumerated offenses

The 30-year prosecution window begins when the victim turns 18 years old

Raises the age threshold for the hearsay exception for complaints of sexually assaultive behavior from under 12 years old to under 13 years old
