Third parties may remove abandoned vessels at their own expense if the owner fails to act, and may then junk, sell, or transfer ownership of the recovered vessel

Creates a rebuttable presumption that the last known registrant is the owner for vessels without Coast Guard documentation or state title

Requires the Department of Wildlife and Fisheries to promulgate rules for obtaining vessel ownership information, identifying security interest holders, obtaining salvage titles, and notifying new registrants of potential liability

Explicitly prohibits entry onto private property without the property owner's consent for vessel removal purposes
