Lobbyists representing foreign adversaries must file disclosures with the Louisiana Board of Ethics before engaging in lobbying activity, including their name, the foreign adversary's name, business description, and lobbying matters.

"Foreign adversary" is defined as individuals, corporations, or governments identified in 15 CFR Part 791.4 and the U.S. Treasury's Office of Foreign Assets Control database, excluding entities with qualified divestitures under federal law or active GSA SAM.gov registrations.

Lobbyists representing foreign corporations headquartered in designated foreign adversary nations must disclose the corporation's name, country of incorporation, principal place of business, mailing address, business activities, and lobbying matters.

The Board of Ethics must maintain a public web portal and searchable database with all disclosures, publish names of non-filers, and may share data with other states to improve compliance.

Changes to disclosure information must be reported within 10 days; existing lobbyists for foreign adversaries must file within 30 days of the December 1, 2025 effective date.
